Why Charter Home Rule?
Local Decisions on Local Issues
Supporters say that Charter will give us the ability to control our own destiny. Frederick County residents know what is best for our County, but we have very little control over our own community. We must go to Annapolis for permission to pass our own laws. Under Charter, we will be able to make our own decisions for ourselves. Opponents don’t see the need to change the current system.
More Accountability
Under Charter, the County Executive would be held more accountable by voters. An executive would also set clear priorities and run the government more efficiently through good management. All municipalities, such as the City of Frederick, Brunswick, Thurmont and Middletown among others, operate under Charter government.
Balanced Government
Charter will provide a system of checks and balances between an Executive and the Council. The Council will pass local laws while the Executive will implement the policies and laws determined by the Council.
Voice in Annapolis
Charter Home Rule would give Frederick a stronger voice when working to bring State funding home. Our County Executive would be able to represent the County in discussions with the Governor and legislative leaders about decisions on State funding for items like transportation and education. Under our current structure, we don’t have anyone who is identified as our local spokesperson for Frederick when State funding decisions are made.
